Visual Studio 2013 uses a ToolsVersion of 12.0. Visual Studio 2015 uses ToolsVersion 14.0, and Visual Studio 2017 uses ToolsVersion 15.0.
Is it possible to build an application on a system if the MSBuild is not installed? If so, How? Yes, it is actually possible because the MSBuild doesn't depend on the Visual Studio of its operations. Users simply need to install the msbuild.exe file for this.
To install MSBuild on a system that doesn't have Visual Studio, go to Build Tools for Visual Studio 2019, or install the . NET SDK. If you have Visual Studio, then you already have MSBuild installed. With Visual Studio 2022, it's installed under the Visual Studio installation folder.
You can download it under Tools for Visual Studio 2019 from this link. If you have already downloaded it, please update it to the latest version in vs installer. Also, make sure that you have install the workload Net Core build tools . After that, you can build net core projects with it.
The Visual Studio Build tools are a different download than the IDE. They appear to be a pretty small subset, and they're called Build Tools for Visual Studio 2019 (download).
You can use the GUI to do the installation, or you can script the installation of msbuild:
vs_buildtools.exe --add Microsoft.VisualStudio.Workload.MSBuildTools --quiet

The build tools installation is much quicker than the full IDE. In my test, it took 5-10 seconds. With --quiet there is no progress indicator other than a brief cursor change. If the installation was successful, you should be able to see the build tools in %programfiles(x86)%\Microsoft Visual Studio\2019\BuildTools\MSBuild\Current\Bin.
If you don't see them there, try running without --quiet to see any error messages that may occur during installation.
