In your code above, simply replace d = DateTime. now with d = DateTime. new(2010,01,01, 10,00,00, Rational(-2, 24)). tt will now show the date d converted into your local timezone.
You need to convert your string into Date object. For that, use Date#strptime . You can use Date#strftime to convert the Date object into preferred format.
Ruby | DateTime now() function DateTime#now() : now() is a DateTime class method which returns a DateTime object denoting the given calendar date. Return: DateTime object denoting the given calendar date.

>> require 'active_support/core_ext'

In Ruby 1.9.2 and above they added a .to_date function to DateTime:
http://ruby-doc.org/stdlib-1.9.2/libdoc/date/rdoc/DateTime.html#method-i-to_date
This instance method doesn't appear to be present in earlier versions like 1.8.7.
For old Ruby (1.8.x):
myDate = Date.parse(myDateTime.to_s)
