What is the best way to convert latex document with PGF & TikZ images to html files?

Can I convert LaTeX to HTML?

There are several free tools, but many are designed to run on Linux. If you are using Windows, it may thus take you some time to find the right tool. Luckily the popular Latex distributions like MikTek and TexLive include an executable of a softwate to convert from Latex to HTML that works on Windows.

tex4ht is what I used for this. http://www.cse.ohio-state.edu/~gurari/TeX4ht/ But I haven't tried it on documents with PGF so I don't know if it will work for you. But in general I found that program much much much more useful than latex2html.
