On iOS it is possible to choose when you want your app to be visible on the store after it has been validated by Apple. Is this possible with Android and the Google Play Store?

On the left menu, select Publishing overview. Check that all your changes have been approved and are listed under “Changes ready to publish.” Select Review and publish. After you confirm that you want to publish, your update will be published on Google Play within a few minutes.
Google Play was launched on March 6, 2012, bringing together Android Market, Google Music, Google Movies and the Google eBookstore under one brand, marking a shift in Google's digital distribution strategy.
This is now possible using timed publishing. It appears to be restricted to updates so it may not work for the initial launch unless the app is published to your alpha or beta channels first.
