In my basic app project, I'm trying to integrate the signup form, I'm getting this error:
Invalid validation rule: a rule must specify both attribute names and validator type.

Maybe you mean:

...
];
In you code you have:
['user_email', 'email']
should be:
[['user_email', 'email'], 'email'],
or
[['user_email'], 'email'],
