Hello I am trying to submit my first App to the Apple App Store using and it says "A few more items are needed in order to submit for review The items listed below are required for submission: You must select the level of frequency for each Apple content description in the Age Rating section."
I don't have an age ratting. I also dont see a part on the website to change the level of frequency. does anyone know where to change this?

Go to Settings and tap Screen Time. Tap Content & Privacy Restrictions, then tap Content Restrictions. Choose the settings that you want for each feature or setting under Allowed Store Content.
In the App Store, tap your profile > Purchased. Tap the app, go to Ratings & Reviews, and enter the stars you want to give the app. Tap Write a Review to leave a written review of the app. Add an optional title and write your review, then tap Send to add your review.
You can make changes to your age rating settings when submitting a new version of your app and your app’s availability in certain regions will be updated based on local laws.
However, content ratings don't tell you whether an app is designed for users of a specific age. Ratings are typically based on a number of factors, including sexual content, violence, drugs, gambling, and profane language. Tap Read more on an app's details page to see a description of why the app got its rating.
Not all apps in the Google Play store have a rating. Unrated apps are treated like high-maturity apps for the purpose of parental controls until they get a rating. If you set up parental controls to restrict apps and games to a certain rating, you won't see any Unrated apps in the Play Store app.

As user3094434 states in the comment below, the information has now been moved to "General" > "App Information" > "General Information" from the menu on the left side.
Old Answer
In the tab App Store where you enter app information, you should be able to find it.
It is located under General App Information (containing both the App Store Icon and Version section) there should be an Age Rating you can click edit on.
When you click the edit button you will be prompted with the following window:

Just to add to above answer if you won't find the App Rating as editable or edit button is not showing up on app rating. Just go to Prepare for Submission Page at the left handside of the page at the top. On that page scroll down. There you will find App rating with edit button.
