To copy the file in Windows, right-click on it and select copy: Paste it in the Windows directory where you want to transfer the file. (I have pasted it into the “Documents” directory of Windows.
One of the benefits of WSL is being able to access your files via both Windows and Linux apps or tools. Using your mounted drives, you can edit code in, for example, C:\dev\myproj\ using Visual Studio / or VS Code, and build/test that code in Linux by accessing the same files via /mnt/c/dev/myproj .
Run Linux binaries from the Windows Command Prompt (CMD) or PowerShell using wsl <command> (or wsl.exe <command> ). Binaries invoked in this way: Use the same working directory as the current CMD or PowerShell prompt. Run as the WSL default user.
You should be able to access your windows system under the /mnt directory. For example inside of bash, use this to get to your pictures directory:
cd /mnt/c/Users/<ubuntu.username>/Pictures

You should only access Linux files system (those located in lxss folder) from inside WSL; DO NOT create/modify any files in lxss folder in Windows - it's dangerous and WSL will not see these files.
Files can be shared between WSL and Windows, though; put the file outside of lxss folder. You can access them via drvFS (/mnt) such as /mnt/c/Users/yourusername/files within WSL. These files stay synced between WSL and Windows.
