Can we use same icon image for more than one ios (ipad/iphone) applications? Is there any such rule that each application should have a different icon?

If you use all the same information, same Apple ID and don't use the cloud, you will have all of each other's information on both phones. The phones will mirror any information synced with Apple ID. You can use your phone number to use FaceTime on the iPhone. IMessage is also the texting application.
Now you have learnt to set up the same Apple ID on multiple iOS devices for sharing the purchases, but this may cause some problems as well. One message sent from your father’s iPhone will appear on the screen of his daughter’s iPhone/iPad. A facetime request from son’s friend may be received by his mother.
If you use the same Apple ID for iTunes & App Stores you can have the same apps and music on both phones; some or all of them. You probably want different Apple IDs for iMessage and FaceTime; otherwise, you will get each other's messages. Also different for Game Center.
Creating a duplicate copy of an app icon is easy. Find the app in the App Library, then drag a new copy of it onto your Home Screen: Swipe to the App Library at the right edge of all your Home Screens. Look through the various folders or use the Search bar to find the app you want to duplicate.

We noticed that your app uses the same app icon as other apps you’ve submitted, which makes it difficult for users to find apps and is considered a form of spam.
So in 2017, it looks like the answer is no.

There is no such rule, as far as I know. Indeed there are apps in the App Store that have the same icon, and others with very minor variations (e.g., the color tone).
Apart from requirements about the size (of the different icon versions you have to submit) that are relevant for approval, the only thing that you should take into account (but this is not relevant for approval) is that your app icon is attractive, reflect some how the app functionality, and allows your app to be easily recognized.
If your unique icon design satisfies this principle for you, then it is fine.
