Did Google already released a defined style or a component for this new circular FAB button or should I implement the design on my own?

To specify the type of positioning for the FloatingActionButton, use the positionMode property. The FloatingActionButton provides the following options for setting the position mode: fixed (Default)—Positions the FloatingActionButton related to the viewport.
A floating action button (FAB) performs the primary, or most common, action on a screen. It appears in front of all screen content, typically as a circular shape with an icon in its center.

With the Material components for android add to your build.gradle
:
implementation 'com.google.android.material:material:1.x.x'
Then add in your layout:
<com.google.android.material.floatingactionbutton.FloatingActionButton android:id="@+id/floating_action_button" android:layout_width="wrap_content" android:layout_height="wrap_content" android:layout_gravity="bottom|right" android:layout_margin="16dp" app:srcCompat="@drawable/ic_plus_24"/>
And use it:

If you are using a Theme.MaterialComponents.*
theme your FAB will inherit the material style. Otherwise just apply the style @style/Widget.MaterialComponents.FloatingActionButton

Just add this dependency to your build.gradle

Add this view to your layout:

And use it:

About Outline mentioned by Daniele. Add the elevation attribute to your Button, and set the Outline via code:
