what's the difference between a boiler plate and a template? I thought it was the same thing. why wouldn't you just say "template"?

The term boilerplate refers to standardized text, copy, documents, methods, or procedures that may be used over again without making major changes to the original. A boilerplate is commonly used for efficiency and to increase standardization in the structure and language of written or digital documents.
"Boiler plate" originally referred to the rolled steel used to make boilers to heat water. Metal printing plates (type metal) used in hot metal typesetting of prepared text such as advertisements or syndicated columns were distributed to small, local newspapers, and became known as 'boilerplates' by analogy.

“Boilerplate” refers to text that’s used in all (or most) similar contracts. It’s unchanging. Actually, most contracts are like that. Many are basically “fill-in-the-blanks” contracts. And that applies to good (that is, well-drafted) contracts, too. Those paragraphs probably have been reviewed hundreds of times and used in thousands of contracts.
To put it simply,
Boilerplate is something you copy and paste and adapt freely. A template is rather handled in an organised fashion, never adapted but parameterized.
