But the logging file is not being created, am I missing something ?
Run into the same problem. In my case problem was caused by a lack of write access to the log directory for a user under which the tomcat service was running.
For me this issue was caused by : catalina.base was not set correctly and so tomcat attempted to write to a dir that did not exist.
Update: the dir did not exist that was set by catalina.base
