I've got TFS doing some continuous integration builds. Today, it broke for one solution. It seems it can't find AutoMapper. All the other packages can be found just fine.
A couple relevant points:
D:\"Program Files"\"Microsoft Team Foundation Server 12.0"\Tools\Nuget.exe restore
followed by msbuild MySolutoin.sln
This is from the TFS Logs:
D:\Program Files\Microsoft Team Foundation Server 12.0\Tools\nuget.exe restore "C:\Builds\1\MyCompany Web\FclQuoteWcfService\src\FclQuoteWcfService.sln" -NonInteractive

Quick solution for Visual Studio usersSelect the Tools > NuGet Package Manager > Package Manager Settings menu command. Set both options under Package Restore. Select OK. Build your project again.
With NuGet Package Restore you can install all your project's dependency without having to store them in source control. This allows for a cleaner development environment and a smaller repository size. You can restore your NuGet packages using the NuGet restore task, the NuGet CLI, or the . NET Core CLI.
It might have been deleted since NuGet restore. Otherwise, NuGet restore might have only partially completed, which might have been due to maximum path length restrictions. Here are some actions you can take to resolve this error: Add the /restore option to your MSBuild.exe command.
I've seen this too. It seems to be triggered as soon as NuGet package restore switches to the internal feed. Once it does this is doesn't switch back to the official nuget.org feed and continues to look for the packages on the internal feed.
Ensure both package sources are added to your NuGet.config file. Also ensure both sources are 'active'.
<configuration>
<packageSources>
<add key="nuget.org"
value="https://www.nuget.org/api/v2/" />
<add key="example.com"
value="http://example.com/feed/nuget/" />
</packageSources>
<activePackageSource>
<add key="All"
value="(Aggregate source)" />
</activePackageSource>
</configuration>
