I'm based in the UK, as are all users of my web app, and currently host in the EU-West region. The US-East region is quite a bit cheaper and I'm using a service from another company that locate their servers in the US-East region (meaning that I'll have data transfer costs between regions if I kept things in the EU). Has much of a speed difference am I likely to see between the two?
(I could do a test myself but I'm hoping someone else has already done it :) )

Amazon Web Services are getting faster. Overall, we see an average 32% improvement in individual upload speeds compared to our results from last year. 54 of the 64 average upload times had become faster. So even if you're using one of the slower regions, cheer up – it could have been worse.
With a cumulative upload time of 25 seconds, the Oregon region is the fastest choice. The general guideline is placing your servers as close as you can to your users: If you're only starting out with AWS, Oregon is a good choice for global coverage. Sao Paulo is the slowest region to upload from.
EC2 Instances By default, AWS has a limit of 20 instances per region. This includes all instances set up on your AWS account. To increase EC2 limits, request a higher limit by providing information about the new limit and regions where it should be applied.
Each Region is a separate geographic area. Availability Zones are multiple, isolated locations within each Region. Local Zones provide you the ability to place resources, such as compute and storage, in multiple locations closer to your end users.

You can pick only the amazon services and test all regions.
Speed within Availability zones is very impressive. When you start talking about across continents you're going to get some lag and much less bandwidth. I think it would depend what you're passing over the network whether it would work in your case or not. However, to answer your question there is a very large difference in speed.
