Responsive Design View on Chrome / Safari or IE

In Firefox it is possible for me to go to responsive design view by pressing ctrl + shift + m and I can adjust the context area to a size such as 720 * 720.

How do I do this on IE, Chrome or Safari?

The new rewritten dev tools in IE11 will include a feature to allow you to set the resolution and orientation for the browser, for use with testing responsive layouts.
