Does any one know of a good text to speech library. It needs to be open source and provide C API?
PS: I've already done a search, but I'd like recommendations from people who have actually used these APIs

Google has integrated eSpeak, an open source software speech synthesizer for English and other languages, in its online translation service Google Translate. The move allow users of Google Translate to hear translations spoken out loud (text-to-speech) by clicking the speaker icon beside some translations.
Text-to-Speech is priced based on the number of characters sent to the service to be synthesized into audio each month. You must enable billing to use Text-to-Speech, and will be automatically charged if your usage exceeds the number of free characters allowed per month.
NaturalReader, Speechify, and Amazon Polly have the most lifelike human-sounding voices of all text-to-speech applications. Polly's Neural Text-to-Speech (NTTS) makes it a leading choice, with Speechify coming in close behind.
Festival is an open source text-to-speech system.
Stanford uses it for their Natural Language Processing class, and they have up-to-date instructions about installation on this cs224s homework page. Installation on Mac OS X requires a couple patches, which they've wrapped into a handy install script.
There are alternate voices you can use which sound noticeably better than the stock ones. You can find information on these voices in this forum post: How to setup more realistic voices in Festival. Those instructions are for Ubuntu, but the voices work with any Festival installation.
