I found a way to make the constraint layout scrollable in the design tool, using a horizontal guideline to push down the constraint layout border and extend it beyond the device, after that, you can use the guideline as the new bottom of the constraint layout to anchor the components.
ConstraintLayout has flat view hierarchy unlike other layouts, so does a better performance than relative layout. Yes, this is the biggest advantage of Constraint Layout, the only single layout can handle your UI. Where in the Relative layout you needed multiple nested layouts (LinearLayout + RelativeLayout).
It's not the right way. ConstraintLayout came to prevent the usage of nested layouts. Remove the relative layout and put a view on top(zindex) of your clickable zone.
Only one view can be included in a ScrollView .
Try adding android:fillViewport="true" to the ScrollView.

There was a bug with ConstraintLayout inside ScrollViews and it has been fixed. google has fixed the bug in Android Studio 2.2 Preview 2 (constraintlayout 1.0.0-alpha2).

Currently, it is more usual to use the ScrollView with the ConstraintLayout height set to wrap_content, it works very well, don't forget the fillViewPort and that both Scroll and Nested support only one direct child.
use NestedScrollView with viewport true is working good for me

Don't forget that If you constraint some view's bottom to constraint layout's bottom.Scrollview could not scroll.
Set ScrollView layout_height as a wrap_content then it will work fine. Below are example which may help someone.
