However, I still am not able to see Extensions -> Render -> Latex Formula
in Inkscape

How to embed a LaTeX equation inside Inkscape. Recent versions of Inkscape (since 0.48?) have built-in support for including a LaTeX formula inside a drawing. It is on the menu bar: Extensions->Render->LaTeX Formula. Alternatively, you can use the textext extension.
Reviewed extensions can be installed directly from Inkscape's Extension Manager. To manually install a new extension, download and unpack the archive file. Copy the files into the directory listed at Edit > Preferences > System: User extensions. After a restart of Inkscape, the new extension will be available.
For manual installation from this site: Download TexText-1.7. 0-Inkscape. zip and place its content (i.e. the folder textext with all its files inside) into the Inkscape extension directory. Or load the zip-file via Inkscape's extension manager (experimental).

to the PATH
; it worked fine.
For example, in order to add pstoedit
to the path:
Computer > Properties > Advanced > Environment Variables > PATH > Edit
Add the following:
;C:\Program Files (x86)\pstoedit;
PS: Don't forget semi colons.
