I created a new mvc4 project on VS 2010 express. Now I want to add roles to the db. I am using package manager console to run the update-database command to insert roles and it give me the following error
PM> Update-Database -verbose
Using StartUp project 'eManager.Web'.
Using NuGet project 'eManager.Web'.
Specify the '-Verbose' flag to view the SQL statements being applied to the target database.
Target database is: 'eManager.Web' (DataSource: .\SQLEXPRESS, Provider: System.Data.SqlClient, Origin: Configuration).
No pending code-based migrations.
Running Seed method.

The section is not there by default but you can just add it.
Put it within <system.web>
e.g.
<system.web>
<roleManager defaultProvider="CustomRoleProvider" >
<providers>
<clear />
<add name="CustomRoleProvider" type="MyNamespace.CustomRoleProvider" />
</providers>
</roleManager>
<compilation debug="true" targetFramework="4.0" />
....
