You can then use CSS rules to hide the popup by default and show it when it is :target ed, (or the other way around), and add buttons to open and close the popup via navigating to the relevant fragment.
DEMO
In the content area you can provide whatever you want to display in it.
.black_overlay {
display: none;
position: absolute;
top: 0%;
left: 0%;
width: 100%;
height: 100%;
background-color: black;
z-index: 1001;
-moz-opacity: 0.8;
opacity: .80;
filter: alpha(opacity=80);
}
.white_content {
display: none;
position: absolute;
top: 25%;
left: 25%;
width: 50%;
height: 50%;
padding: 16px;
border: 16px solid orange;
background-color: white;
z-index: 1002;
overflow: auto;
}

<title>LIGHTBOX EXAMPLE</title>
</head>
<body>
<p>This is the main content. To display a lightbox click <a href="javascript:void(0)" onclick="document.getElementById('light').style.display='block';document.getElementById('fade').style.display='block'">here</a>
</p>
<div id="light" class="white_content">This is the lightbox content. <a href="javascript:void(0)" onclick="document.getElementById('light').style.display='none';document.getElementById('fade').style.display='none'">Close</a>
</div>
<div id="fade" class="black_overlay"></div>

You can simply use jQuery UI Dialog
Example:
$(function() {
$("#dialog").dialog();
});
<script src="https://ajax.googleapis.com/ajax/libs/jquery/2.1.1/jquery.min.js"></script>
<html lang="en">
<head>
<meta charset="utf-8" />
<title>jQuery UI Dialog - Default functionality</title>
<link rel="stylesheet" href="http://code.jquery.com/ui/1.10.3/themes/smoothness/jquery-ui.css" />
<script src="http://code.jquery.com/ui/1.10.3/jquery-ui.js"></script>
<link rel="stylesheet" href="/resources/demos/style.css" />
</head>
<body>
<div id="dialog" title="Basic dialog">
<p>This is the default dialog which is useful for displaying information. The dialog window can be moved, resized and closed with the 'x' icon.</p>
</div>
</body>
</html>
For the sake of completeness, what you are trying to create is a "modal window".
Numerous JS solutions allow you to create them with ease, take the time to find the one which best suits your needs.
I have used Tinybox 2 for small projects : http://sandbox.scriptiny.com/tinybox2/
