I am developing a SYSTEM app for android to manage user accounts on the device.
Is there a way to PROGRAMMATICALLY transfer paid user apps from one account to the other?
Any help is appreciated (even if the reply does not directly target a solution).
Unfortunately, there is no way to actually move apps from one Google account to another. Even if you contact Google about it, they will not be able to help you. However, you can add the old account to your Android and install any of the apps on both accounts.
And it's that simple. You can install your paid apps on as many of your devices as you like, so long as they are connected to the Google account used to purchase the apps.

It lists certain types of data that CAN be transferred and certain types of data that CAN NOT be transferred. Unfortunately Google Play Apps falls into the NOT category.
