Is there a command line program or service that I can use to start IIS Express manually?

To open IIS Manager at a command promptOn the Start menu, click Run. In the Open dialog box, type inetmgr, and then click OK.
This file is located in the %userprofile%\Documents\IISExpress\config folder or %userprofile%\My Documents\IISExpress\config folder, depending on your OS.
iisexpress program is responsible for that.
