I have tox 2.9.1
$ tox --version

When I run the tox
command, my test is failing.

From the doc of setenv
it seems it should set the environment variable.

must be in [testenv]

You can make test envs inherit values from [base]
, according to the docs.

test2
[base]
setenv =
XYZ = 123
[testenv:test1]
