is there a way to check programmatically (via ioctl(), etc.) or by reading a file in /sys, /proc or /dev) whether the screen has been blanked by the Linux console screensaver?

On the left menu, click on Privacy. Press ScreenLock in the left menu and disable the option Automatic Screen Lock. After disabling Automatic Screen Lock, your system won't be locked again. From those settings, you can also configure the Blank Screen Delay timing.
To set the screen blanking time:Open the Activities overview and start typing Power. Click Power to open the panel. Use the Screen Blank drop-down list under Power Saving Options to set the time until the screen blanks, or disable the blanking completely.
