There is currently no way (neither through the Console or through an API) to create a project that is a clone of another project. At the moment you will have to re-create the config data in the new project manually.
Yes, You can use the same firebase database in more than one android application as below: In the Project Overview section of Firebase Console add an android application. For adding this application first you need to give that package name. Download config file in JSON format.
UPDATE: There is now an option to delete an app within your project. Go to your Firebase console, click app's setting gear, click manage. Click on the Advance Option's arrow, you'll see DELETE THIS APP.

There is no option to delete app, just the project. When you go to the setting icon of your app, click on Manage then you'll see the "Delete Project" below.
