Here is my experiment to draw an attitude indicator with GDI+.
As long as I use just
image.Canvas.Draw(-25, -410-slider1.Position * 4, horizonBitmap);
horizonBitmap
is transferred 1:1 to image
.
But when I try to transfer the image with GDI+ rotation, it appears on image
apprximately 0.75 times bigger and I have to use
Matrix.Scale(SCALE_FACTOR, SCALE_FACTOR);
and divide then by SCALE_FACTOR
everywhere.
What I am doing wrong?
horizon.bmp
is 350 x 1120 pixels.

It is not related to rotation. Problem is due to DPI written inside image.
In my experiment bmp without DPI is shown as needed. When I set 72 DPI resolution (with IrfanView program), it is drawn with larger size.
With DPI setting 120 (my screen has 125% scale over usual 96 dpi) it is drawn 1:1.
So GDIPLus is too smart here - it tries to draw image with "correct" physical size in cm/inches.
Solution might be rather simple - use destination rectangle parameter with pixel size of source image during output:
