I'm trying to provide more information about a build for the Store Listing.
I've just made a change to the Full description
field, and the Submit Update
button is still disabled. I've tried changing other required fields also, to no avail.

If you any changes are made inside the Update App section, then the app has to be updated in the Play Store too. For this, the app needs to be updated app needs to be uploaded to Google Play Developer console and approved by Google. After this process, the users can download new update from the Play Store.
In the Play Store settings, tap Auto-update apps. 3. You'll see three options (which can be changed at any time): Do not auto-update apps, Auto-update apps over any network (using your data) and Auto-update apps over Wi-Fi only. 4. Choose the bottom one. Note that this means you will always need to manually update all apps in the future.
If it is download from play store even its not showing update button then follow below steps Ensure you're connected to a Wi-Fi or mobile data network. Clear cache for Google Play Services app (Go to Settings > Apps or Application Manager > ALL > Google Play Services > Clear cache > OK). Uninstall and reinstall the Play Store updates.
If the updates are to be done for the sections in the Customize App part, then the app does not have to be updated from the Play Store. All the changes that are made from the dashboard are immediately reflected in the app.
