It is written here that the push notifications will work even if the browser is closed, but I tested it and it is not the case. I receive push-notifications only if the browser is open (doesnt matter if the particular webpage is open or not).
I tested this on chrome for Desktop & chrome for Android (after updating to latest version).
my question is :- For push notifications to work should the browser be open?

if you allow it then you will get notifications, it doesn't care if your browser is closed or open, it gets the job done and passes the notifications to you. Google Chrome posts the notifications in the Windows 10's action center which is a nice tight integration with Windows OS.
On a desktop device, you can not receive push notifications if your browser is not running. A web push notification can only be delivered if the subscriber is online and the browser is running. Notifications will be delivered via the browser, from websites where you allowed notifications.
On Windows, click the Start button and then Settings. In the navigation pane on the left, choose System, then Notifications. At the top of the page, make sure Notifications is on by swiping the button to the right. In the Notifications from apps and other senders section, make sure Google Chrome is turned on as well.
Reinstall the App or Wait for Updates One of the main reasons why your phone's notifications aren't working could be due to broken app updates. If your Android device is not getting notifications from one app in particular, it's possible that the developers have accidentally rolled out a buggy update.
According to Can I Use, Chrome and Firefox desktop browsers require the browser to be running for receiving push notifications; mobile browsers typically don't.
