Press F12 to open Chrome DevTools. You can also toggle device mode on/off using the keyboard shortcut: Ctrl+Shift+M (or Cmd+Shift+M on Mac).
Here are the steps. Go down to the Debugging > General option on the left side of the menu. Find and uncheck the Enable Javascript debugging for ASP.NET(Chrome and IE). Now, no new Chrome instance will be launched every time you run or debug your web project.
You can hide it by toggling the "Device Mode" button. I'm on Chrome 38 on OSX if that matters.
Note that the rulers will still show up if you need to do Device emulation.

In the main Dev tool window, click on the kebob menu and then Toggle device Toolbar.
