Hasn't CSS3 been out since a while now? Why is most of the specification not complete?
Is there a complete reference anywhere on the web (or in a book)?

The World Wide Web Consortium (W3C) issued a Recommendation for Web style sheets December, 1996. The Recommendation, Cascading Style Sheets, level 1 (CSS1), gives Web designers a robust set of tools to specify Web page presentation properties such as fonts and colors.
The W3C standards describe the best practices of web development. These range from recommended programming languages such as HTML and CSS, to the generally accepted principles of web architecture and services.

CSS 2.1 was finalized only a couple of years ago. As Hogan said, this could take 10 years. CSS3 was introduced just a few years ago itself. Standards are based on implementation, not invention.
