I'm looking for a free way to create a large batch of tif files (10-20k) into PDF files, ideally with OCR too.
It needs to be callable from the command line in windows.

Go to the Smallpdf Image to PDF converter. Drag your TIFF into the yellow toolbox. Adjust the file size, orientation, and margin of the output file. Click 'Create PDF' and wait for the PDF conversion to go through.
Convert TIFF to Searchable PDF with Aspose OCR software: Click inside the file drop area to upload TIFF file or drag & drop TIFF file. Click the Scan Image button to start the OCR process. View or download a PDF.
You can use the XnView application. It's got command line too.
Another alternative might be IrfanView.
