When I try to publish a release in the Google Play Console, I constantly get this error:
Your app cannot be published yet. Complete the steps listed on the Dashboard.
And yes, I have indeed completed all the steps listed in the dashboard. I am using the new Play Console Beta, this is possibly related. What do I need to do before I can publish a release? Is there a hidden step?

If you can't find your app on some Android devices, it's possible that those devices aren't supported or are excluded by your app. Learn how to review your app's device compatibility and excluded devices. Also, make sure that the Android devices you're using are supported for use with Google Play.
Starting August 2021, new apps are required to publish with the Android App Bundle on Google Play. New apps larger than 150MB can use either Play Asset Delivery or Play Feature Delivery. Read this post on the Android Developers Blog for more details.
Unpublish an app. 1 Open Play Console. 2 Select an app. 3 Go to Release > Setup > Advanced settings. 4 On the App Availability tab, select Unpublish.
Whether you're publishing an app for the first time or making an update, your app’s publishing status helps you understand its availability on Google Play. You can see your app's latest publishing status under your app's name and package name when you select your app in Play Console.
Managed publishing is not active for the app you want to unpublish. Open Play Console. Go to Release > Setup > Advanced settings. On the App Availability tab, select Unpublish.
After some searching, I found the button 'Use classic Play Console'. Apparently there are some steps to be finished that are simply not visible in the Beta:

I had that problem and fix it. the problem caused by google console because they added one additional task in the app content about wither your app is consider a news app or not. so go to the inbox in your app and you will find that message from google click and you will be leaded to the content that you should fill. I hope that help any one having that issue.
