I am trying to sign up for the paid developer program. I enabled 2FA with my AppleID and verified a trusted phone number and a trusted device. I keep seeing this: Two-factor Authentication
Your Apple ID currently has two-step verification turned on, but two-factor authentication is required. After you turn on two-factor authentication, signing in to your developer account will require both your password and access to your trusted devices or trusted phone number.

I can't understand what else can I do.
To turn off two-factor authentication, sign in to your Apple ID account page and click Edit in the Security section. Then click Turn Off Two-Factor Authentication. After you create new security questions and verify your date of birth, two-factor authentication will be turned off.
Answer: A: You can't bypass 2FA. If you use security questions with your Apple ID, or if you don't have access to a trusted device or phone number, go to iforgot.apple.com. Then you can unlock your account with your existing password or reset your password.
If you have enabled two-step-verification you need to disable it first. Go to your AppleID website, login and edit the security section. Disable the two-step-verification. If you're ready with that, you can try to enable the two-factor-authentication on your device.

While there isn't a developer program specifically for students, learning to develop apps for Apple platforms is free to everyone. With just an Apple ID, you can access Xcode, software downloads, documentation, sample code, forums, and Feedback Assistant, and you can test your apps on devices.
I called apple, and this is indeed the case. In the user agreement it states 13 years of age or older. No you don't. The agreement says you have to be at least 13 years of age. I am having the same problem, is there a solutions yet? Please someone update me as soon as we can enroll for the developer program.
I solved this. In my case I had my daily Apple ID and user account but we needed a group Apple ID to develop on XCode that wasn't associated with a specific user.
I don't know how to do this without an Apple Device, but you can't use XCode without a Mac, right?
You have enrolled two-step verification (which sends a text message to your trusted device). You need to change to 2FA
Okay... I find out how to work this around as long as you have macbook pro. Simply create another user with admin access.
