I had configured an Incoming Webhook on one of our Microsoft Teams channels, but noticed it stopped working recently, and also I am no longer able to find the Incoming Webhook in the list of connectors:
What command would I need to have our Administrators run or what configuration would I need to apply to get this to work again?

In Microsoft Teams, select a team and a channel for that team (the channel you want notifications sent to). Click the ellipsis icon on the right side of the highlighted channel name. From the More Options menu, click Connectors. Navigate to Incoming Webhook connector and click Configure.
Search for Incoming Webhook and select Add. Select Configure, provide a name, and upload an image for your webhook if necessary: Copy and save the unique webhook URL present in the dialog window. The URL maps to the channel and you can use it to send information to Teams.
Webhooks and connectors help to connect the web services to channels and teams in Microsoft Teams. Webhooks are user defined HTTP callback that notifies users about any action that has taken place in the Teams channel. It's a way for an app to get real time data.

O365 connectors make it possible to integrate valuable technology with your Office 365 ecosystem, including products such as Trello, Salesforce, and SurveyMonkey.
As @wajeed-msft notes, this is happening because your administrator turned off access to external applications.
Assuming "Allow sideloading of external apps" is also turned off you'll get the list on the page you found above. If you scroll through that list, you will see "Incoming webhook" listed.
