In the Android Market developer console, on the profile of my app, there is a box which can be checked or unchecked allowing to disable
or enable
marketing.
What does it mean?

When you enable the developer mode on Android, you gain access to all sorts of information, settings, and options that are usually hidden. Enable Demo Mode allows you to change the appearance of the status bar using adb demo mode commands. Or you can use Show Demo Mode to hide notifications and display a preset status bar. Note: The adb demo mode commands might not work on all devices because they are not verified during Android certification testing.
If your android device is performing well, you can increase the animation scale to increase the performance. For games and apps that are graphic-intensive, turning on the ‘Force 4x MSAA’ option in developer options will enhance the display graphic quality of your phone.
The wording is pretty clear. It says:
"Do not promote my application except in Android Market and in any Google-owned online or mobile properties."
Meaning if you opt out (i. e. if the box is checked), entities other than Google (e. g. mobile carriers) won't showcase your app in their ads. I don't see why would anyone opt out, though.
To let them promote your app anywhere where possible, leave the box unchecked.
