So, just as question states. Android device monitor is not showing anything in the File Explorer view. This is only occuring on Virtual Devices running Android API Level 24+.
Any solution?

how to import files into the sdcard on emulator in android? If you want to access them in runtime and not push the files there you have to have a public IP on the internet in which you can access and expose the files on HTTP with something like Apache Tomcat or FTP and then access that from the emulator.
If the Android Emulator does not start properly, this problem is often caused by problems with HAXM. HAXM issues are often the result of conflicts with other virtualization technologies, incorrect settings, or an out-of-date HAXM driver. Try reinstalling the HAXM driver, using the steps detailed in Installing HAXM.
To launch Android Device Monitor from your command line, execute the monitor program in your Android SDK's tools directory. If you prefer to run the tool from Android Studio, choose Tools > Android > Android Device Monitor.
Till Android Lollypop emulators, we can access the file explorer folders. If the emulator is created with marshmallow or higher, we cant access the file explorer. May be this is bug from API level 24+.

A temporary solution, which worked at least for my needs, was to install file manager .apk (I used Astro file manager .apk) - just drag/drop .apk to emulator window. Another very useful utility - ImDisk - which let's mount sdcard .img of virtual device. If you mount it as readonly ejectable device, you can have realtime access to virtual device file system
