Can I start building Windows 10 apps on the preview version with Visual Studio 2015 preview? Or at least start tinkering and testing?
You may use Visual Studio 2019 to build apps that run on Windows 10 LTSC, Windows 10 S and Windows 10 Team Edition.
For Visual Studio 2017, customers who remain on the RTW version 15.0. x will continue to be supported until January 2020. For Visual Studio 2015 and Team Foundation Server 2015, RTW is no longer supported.
Windows 11 Home in S mode, Windows Enterprise IoT, Windows 10 IoT Core, Windows 10 Enterprise LTSC edition, Windows 10 S, and Windows 10 Team Edition. You may use Visual Studio 2022 to build apps that run on these editions of Windows.
Update 23 March: Visual Studio Tools for Windows 10 Technical Preview is now available and will allow Windows Insiders to build Windows 10 apps with Visual Studio 2015 CTP 6 and test drive the new Windows 10 Technical Preview tools.

Windows 10 specific development has not yet been announced, but the existing Universal Windows apps are the foundation to start on. You can tinker and test Windows Universal apps with Visual Studio 2015 (or 2013) and run them on the Windows 10 previews.
