Just out of curiosity: why is PuttyTel.exe not included in the All-in-one .zip file on Putty download page?
This page contains download links for the latest released version of PuTTY. Currently this is 0.77, released on 2022-05-27.
PuTTY is a free implementation of SSH (and telnet) for PCs running Microsoft Windows (it also includes an xterm terminal emulator). You will find PuTTY useful if you want to access an account on a Unix or other multi-user system from a PC (for example your own or one in an internet cafe).

It supports public key authentication and Kerberos single-sign-on. It also includes command-line SFTP and SCP implementations.
PuTTY is the recommended application to use for SSH connections from a Windows operating system. PuTTY allows you to access your files and email stored on the engineering servers. It also provides a UNIX environment to run programs that some courses require.

We've always assumed that anyone using PuTTYtel must be doing so because they aren't allowed cryptographic software in their jurisdiction, in which case they couldn't use any of the other programs in the suite anyway, so PuTTYtel would be the only thing they could legally download. (I suppose we could easily enough build a sort of 'Plinktel' - Plink with the SSH protocol removed - but nobody's ever asked for it.)"
