There is a Download SVG with Google Map button on MapSVG start screen. What does it do? If you want to overlay an interactive vector graphics on top of Google Map, you should download a calibrated SVG file with Google Maps screenshot, edit the SVG file in Inkscape and then upload the file back to MapSVG.
SVG Map is a specification for the map service platform on WWW that uses SVG. It offers the essential functions for interoperability of Map Services as a basic function by fully applying the hyper-document that is the basic structure of WWW. A dynamic web server is not indispensable for SVG Map.
amCharts has a lot of free svg maps of most countries of the world, also an API for making these maps interactive: http://www.amcharts.com/svg-maps/

d-maps.com offers free maps in many formats including svg, you might find what you're looking for there.
Try the Wikipedia blank maps. Some of them have regional boundaries (such as Thailand). The Wikipedia maps are auto-generated from tools like Inkscape so I recommend cleaning them up with Scour before you use them

I would recommend seeking out a utility that converts shapefiles (the GIS mapping standard) to SVG paths, etc. Here is one I found that looks alright, though I haven't tested it:

And you can find shapefiles on data.gov or other government websites.
A good shapefile set is the TIGER shapefile, a bunch of layers created by the U.S. Census
