i wonder what type of application that are allowed to be started in the background/foreground when the iPhone boot , and are they limited to iOS 4 ?

An application called Auto Start is here to help you in autorestarting your favorite apps in one go. The application is simple to use, as it lets you pick one app that you'd like to be launched automatically as soon as your phone finishes rebooting. (Yeah, only one app, unfortunately.) Any application can be picked.
Only Apple apps are allowed at startup, all others must be manually started.
