Is there a folder to keep programs to run while doing starting of the system. As like this "C:\Users\All Users\Microsoft\Windows\Start Menu\Programs\Startup"??.

Answer: The directory address of all users' startup folders is “C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp”.
To find a specific user startup folder on windows server 2012,2019 or other Windows OS, follow the below steps: Left Click on Windows Start. Select Run application. Type Shell:Startup and click ok.
The quickest way is to simply type msconfig in the search bar and press Enter. What is this? Now in the System Configuration click on the Startup tab and you will see the list of startup programs as shown below.
Please open Task Scheduler and create a task. Then click Triggers tab and configure Begin the task: At startup. Then also click Actions tab, configure Action: Start a program and add that programs which you want to start when server start.
In Server 2008 the startup folder for individual users is here:
C:\Users\username\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
For All Users it's here:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup
