What font is used on the following Windows 95 screenshot and how can I refer it (without smoothing the edges of letters) in CSS3 ?

Regarding your inquiry, yes, you can use Microsoft fonts on t-shirts or board game. However, you are not allowed to copy, redistribute or reverse engineer the font files.
Informally, people often use font in place of typeface as done in this article but technically, Segoe UI is a typeface, not a font. Each combination of attributes is a unique font (for example, 9 point Segoe UI regular, 10 point Segoe UI bold, and so on).

I finally managed to convert Windows 95 Sans Serif font to True Type font. You can download it here: MS Sans Serif, MS Sans Serif Bold.
