How did they implement text to speech (TTS)? Is there an open, free API for TTS synthesis? I know about Google Translate, but the license is not clear to me (another issue is that they block a request if it contains a referrer). Any idea?

Check to see that you're using a learning mode where audio is available, and select Options to ensure audio is turned on. Check that your speakers aren't muted and that the volume is up. Update your browser or switch to a different browser. Quizlet works best in Chrome, Safari, and Firefox.

You can record audio on any study set you've created. Just go to the set page and click one of the microphone icons to start recording. The ability to record voice directly from Quizlet's mobile apps is coming soon.

The voices sound exactly the same as http://www.neospeech.com. Also, their list of languages match exactly.
