Is it possible to set a custom image for a contact who may has or not has a profile image in Telegram?

By default, your profile picture is visible to everyone on the Telegram app. You can change your preference to "Everybody", "My contacts", or "Nobody". Then, you will not be able to see the profile photos of people with whom you don't share your profile photo.
currently its not possible but you can suggest it to telegram group.
UPDATE Its not what you want but you can create a group and add your friend then change the group profile picture.
