How can I run Chrome browser in Kiosk windowed mode (not app mode)? It's always fullscreen and I tried all --disable-fullscreen
and --disable-fullscreen-app

The normal Chrome Kiosk Mode can be activated on the Chrome Browser running in Windows 10 computer. But,this Single App Kiosk Mode is available only on Chrome devices, which locks the user on one particular website or Chrome app.
Kiosk mode allows you to replace the Raspberry Pi desktop with a stripped down Chromium browser. It will show your Web page or app and nothing more. The user won't even see the address bar. It will look more like an app on a phone or a tablet. If using a touchscreen the user won't even need a mouse.
Browser Kiosk Mode Generally, kiosk mode is usually meant to refer to a particular “mode” that most browsers offer. “Kiosk Mode” is offered by browser applications (Internet Explorer, Chrome, Firefox etc) to run the application full screen without any browser user interface such as toolbars and menus.
Try the application mode:
