I am trying to update my rasterio version from 0.25 to 0.32 on a python 2.7 installation, but running up against foll. issue. Any info on how to fix it?

Rolling back uninstall of rasterio
After using the above commands to install the downloaded wheel files you should be able to use rasterio successfully. You do not need to import gdal to use rasterio .
To install, run pip install rasterio . These binary wheels are preferred by newer versions of pip. If you don't want these wheels and want to install from a source distribution, run pip install rasterio --no-binary instead.
To install rasterio, simply download both binaries for your system (rasterio and GDAL) and run something like this from the downloads folder, adjusting for your Python version. You can also install rasterio with conda using Anaconda's conda-forge channel.
Rasterio is a GDAL and Numpy-based Python library designed to make your work with geospatial raster data more productive, more fun — more Zen. It's a new open source project from the satellite team at Mapbox. Rasterio is Python software, not GIS software.
You can download rasterio‑1.0a10‑cp27‑cp27m‑win32.whl and GDAL‑2.2.2‑cp27‑cp27m‑win32.whl from https://www.lfd.uci.edu/~gohlke/pythonlibs/. Please uninstall another GDAL version if available. Then use pip to install GDAL and rasterio.
I haven't had any luck with pip install rasterio
or python setup.py install
for rasterio in Windows, so cannot offer any help for getting either of those routes working. If you can live with 0.31, IOOS maintains a conda recipe that worked for me (https://anaconda.org/ioos/rasterio). That is, conda install -c https://conda.anaconda.org/ioos rasterio.
Below line worked for me pafter trying a lot of combinations-
pip install GDAL-3.0.1-cp37-cp37m-win_amd64.whl rasterio-1.0.26-cp37-cp37m-win_amd64.whl
