Is there a dark theme for pgadmin3 under Windows? I have been searching in the options and googling for a good bit trying to find anything that would point to it, to no avail.
Am I out of luck?

pgAdmin 4 v4 has an inbuilt dark theme in it. Select dark theme. You can download the latest version of pgadmin here.
Use the Themes drop-down listbox to select the theme for pgAdmin. You'll also get a preview just below the drop down. Note that, to apply the theme you need to refresh the pgAdmin page.
right click on the desktop -> change desktop background 2. from the Appearance Preferences Menu click the Theme Tab 3. Highlight your current theme then click Customize 4. Click the Colors tab, and change the "Windows: Text" , and "Input boxes: Background" to the colors you want for pgadmin.

Select dark theme.
You can download the latest version of pgadmin here.
Once you install, it overwrites your old version. Goodluck

The only way you can have a dark background is
File --> Options --> Query tool --> Colours
select a custom background and also change the font colour according to the background. pgadmin documentation
