I'm running Webstorm 11 on Windows 10. I am able to adjust the font size and colors for the code editor window, but have not been able to change the font size in the menus. The project tree view is what I need to change in particular.
You can see the difference in font sizes here. I'd like them to be the same.

Specify the size of the font in points/pts. If you need to quickly change the font size while in the editor, press Ctrl+Alt+S to open the IDE settings, go to Editor | General, and select Change font size with Command+Mouse Wheel or Change font size with Control+Mouse depending on your operating system.
Change the size of selected text Select the text or cells with text you want to change. To select all text in a Word document, press Ctrl + A. On the Home tab, click the font size in the Font Size box.
Press Ctrl+Alt+S to open the IDE settings and select Appearance & Behavior | Menus and Toolbars. In the list of available menus and toolbars, expand the node you want to customize and select the desired item.
