When attempting to add a user to iTunes Connect, I get the following error:
This email address is not available for use as an Apple ID. You may already have an Apple ID associated with this address. Please try again or sign in using your existing Apple ID.
This is a different error from the one I usually get, which occurs when trying to add a user with an email address already associated with a different iTunes Connect account.
Why is this error occurring?
How do I fix the issue and invite this user to my iTunes Connect account?
An email address that is already associated with an Apple ID cannot be used as an Apple ID. "Associated with" in this context means that the email address is not: already in use as an Apple ID. used as an alias for an Apple ID.
If you see a message that the email address you want to use isn't available or is already in use, check that you or a family member aren't already using that email address with a different Apple ID. If a family member is using that email address, remove it from their account then try to use it.
Why This Apple ID Has Not Yet Used in iTunes. The most common reason for this error is that you have not added billing and shipping addresses to your Apple ID. As a result of this, Apple will want you to add these details as you need them to make any purchases on the iTunes store.
Problem
The issue that I found was that the email address was being used as an alternate email on an already existing account.
Solution
Remove the alternate email or change it, then you will be able to use the email for an Apple ID.
