I was wondering if there is an established way for getting older versions of extensions available in Chrome Web Store. Does Google keep an archive similar to Mozilla, or are the old versions gone forever as soon as a newer version becomes available?

Open Chrome, head to Extensions page and drag the . crx file inside the extensions tab. It will ask for confirmation, accept that. The chrome extension should he installed, and you can use it in the way before.
Your best shot to get the old version of some extension is to fetch it from github/bitbucket/etc (if source is available there) or simply ask extension author to send you the code for older version.
By June 2022, Chrome Apps will stop being supported on all operating systems, including Chrome OS. By "Chrome apps," Google doesn't mean Android apps or Chrome Extensions -- those will continue to be supported across all platforms. Chrome apps are web-based apps that can be downloaded in Chrome and used offline.
