Is there already a Google+ API? [closed]

I would like to know if there is already a Google+ API available to the developers. I have not yet found something?

The Google Enterprise License Manager API lets you manage Google Workspace and related licenses for all users of a customer that you manage. Groups and counts similar errors from cloud services and applications, reports new errors, and provides access to error groups and their associated errors.

Is Google Maps API no longer free?
